The meeting was called to order by Lance Davis. Wanda Felty called the roll. Members present were: Dyann Arnett, Dee Banta, Marcellius Bell, Dee Blose, Rene’ Daman, Lance Davis, Teri Egner, Wanda Felty, Theresa Flannery, John Gajda, Katie Kissinger, Karen Maston, Judi Myers, David Svedman, Ken Talley and Terry Trego. Absent were: Kim Beach, Tori Collier, Nina Honeyman, Cassell Lawson, Eddie Miller, and Nate Waters.

Comments from Jim Nicholson, DDSD Director
Jim had no news to report regarding the resource centers. He reminded the committee of the next date for the meeting of the Human Services Commission would be 9/25/12. He said he was not sure if the resource centers would be an item on the agenda for that meeting. He noted the appointments of new commission members by Governor Fallin, and he realizes there are a lot of uncertainties at the resource centers. Jim has requested our Human Resources Division to see if there are any incentives to offer the resource center staff to maintain services.
Jim reported DDSD only received 1.5 million of the $3 million we requested for our budget this fiscal year. There will be a rate increase of 24 cents per hour for HTS. He also reported we are working the Waiting List and are now into mid July of 2004, so we are making slow but steady progress.
Jim discussed the Waiting List. He said it is one of our key indicators we report on during the quarterly Key Indicators meeting. He noted that 75% of those waiting receive some type of service from the state, and 25% do not. He said there are three pillars of support for the people we serve: emotional support, technical assistance and services. He believes emotional support and technical assistance (for navigating systems) need to be addressed, and if we could identify those who fall between the cracks, we could probably get the money to serve them. He said we need an organized approach to this.
Jim reported our Interim DHS Director, Preston Doerflinger, believes there will be a decision on a new DHS Director by 10/1/12.
Jim assured this committee if the public voted to not continue the Human Services Commission in November, it would not do away with the Advisory Committee.
Promulgation of Rules & Forms Update
Samantha explained the process for promulgation of rules and forms to the committee. There were a few changes since the last time we made changes to rules and/or forms.

Wanda Felty reported that she believes all Fair Hearings are now conducted telephonically and she would prefer face to face hearings.
