Advisory Committee on Services for People with Developmental Disabilities

The meeting was called to order by Teri Egner. Judi Myers called the roll. Members present at the time of roll were: Teri Egner, Terry Trego, Marcellius Bell, Judi Myers, John Corpolongo, Ken Talley, Dylan Arnett, Rene’ Daman, Karen Maston, Wanda Felty, Ivoria Holt and Tori Collier.
Minutes from the previous meeting on July 31, 2014, were approved.
Comments from Debbie Pumphrey, DDS Deputy Director:
Continued work on compliance with Department of Labor regulations on companionship exemptions. Staff have been contacting providers and working with them to change companion homes to contractor model. We expect to have a report on the status of that October 1, 2014.
We also continue to work on meeting new requirements of community based rules. This includes working to update the policies for individual planning to incorporate the requirements of those rules. Also implemented a person centered planning process with that. We currently have identified about 25 people to be trained as facilitators (DDS staff) and are working to schedule the training for facilitators.
We are continuing to transition people into the community from NORCE and SORC. There are 9 people at NORCE and 22 at SORC.
Questions of visitation frequency were asked by Marcellius Bell and discussed by Debbie Pumphrey. Visits are required once a month.
Wanda Felty and Karen Maston have questions about the new Person Centered Planning and these were discussed with Debbie Pumphrey.
Terry Trego, Policy Sub-Committee Chair – APPROVAL OF RULES
There were a total of 5 rules to be voted on; 3 were revised and 2 were revoked. The following rules were revised:
Wanda Felty wished to discuss the changes made to the timeframe within which applicants must update contact information.
Karen Maston asked for clarification on terminology within the new policy.
Tori Collier asked who is responsible for providing assistive technology. If another service, such as Medicaid, will not provide it, the waiver program will be a last resort.
Three policy provisions were revoked:
Teri Egner asked if SoonerStart was going away completely. It is simply being removed from DDS and is still being provided just in a different way.
Terry Trego motions to approve, seconded by Marcellius Bell – motion passed.
Wanda Felty would like DDS to review the policy changes made several years ago regarding the respite voucher qualifications.
Approval of Meeting Dates for 2015
Meeting dates for 2015 are being moved to Tuesdays at 10 am to allow committee members to attend the Citizens Advisory Panel which takes place on Thursdays at the same time. The dates are approved as followed:
