ADvantage Administration Unit Update: CD-PASS Unemployment Expense Accounts

During the recent change in Fiscal Agent from Acumen to Public Partnerships, OKDHS learned that federal unemployment taxes (FUTA) may be owed to the Internal Revenue Service (IRS). Currently all IRS taxes are being paid including FUTA. However, CD-PASS funds that accrued in the Optional Expense (OPX) accounts during the period in which the FUTA may be owed must be retained until the FUTA issue is settled with the IRS.
The CD-PASS funds accrued in the optional expense accounts during the period from Jan. 1, 2007 to Sept. 30, 2009 may be claimed by the IRS for FUTA based on your payroll to employees during this period. Therefore, effective immediately, these OPX funds must be held in reserve (frozen) until a final IRS determination is made. The funds accumulated in your OPX account from Oct. 1, 2009 through the present are available to be spent as well as any previously accumulated funds in excess of amounts IRS may reasonably expected to claim based on payroll to your workers.
Included in this mailing is your February Spending Report from Public Partnerships showing the amount of funds in your OPX account available to be spent.
