Dear Provider,

This letter is to inform you of Oklahoma Health Care Authority (OHCA) Developmental Disabilities Services Division (DDSD) policy changes effective October 1, 2007.

Revisions to Part 43 of Title 317, Chapter 30, and Subchapter 5: 1) reflect current residential support options through the DDSD Home and Community-Based Services (HCBS) Waiver program as approved by the Centers for Medicare and Medicaid Services (CMS); and 2) provide a new residential support option known as community transition services (CTS).

  • 317:30-5-420 is amended to clarify that the Community Waiver and Homeward Bound Waiver allow payment for residential supports as defined in the waiver approved by CMS.
  • 317:30-5-421 is amended to specify residential supports must be included in the member's Individual Plan (IP).
  • 317:30-5-422 is amended to reflect current residential supports options, including the minimum qualifications and description of services for CTS.
  • 317:30-5-423 is amended to specify coverage limits for residential supports, including CTS.
  • 317:30-5-424 is amended to reference an updated form used for documenting a member's diagnosis code.


If you are a residential provider interested in providing CTS, please contact your local DDSD Area office Contracts Unit in order to obtain a contract.
