The Federal Transit Administration (FTA) Section 5310 provides funding for specialized public transportation services to the elderly and persons with disabilities. Grants are awarded in the form of vehicles to private, non-profit applicants in urban and rural areas. 

Applications and program oversight are provided by the Contracts and Coalitions Unit of the Aging Services Division (ASD).

How to get a van? 
The Capital Assistance Program provides vehicles for private non-profit organizations and governmental agencies (under certain conditions) for the transportation of older persons and persons with disabilities.

Organizations and agencies may apply for a van by contacting the Contracts and Coalitions Unit transportation specialist.

Become eligible?
In order to qualify entities must meet one of the following criteria's:

1. Be a private non-profit corporation or association;
2. Be a public body approved by the State to coordinate services for elderly and persons with disabilities;
3. Be a public body which certifies to the Governor that no non-profit corporations or associations are readily available in the area to meet special needs of the elderly and persons with disabilities.
