The Practice and Policy Lecture Series has been developed to provide thought-provoking presentations on Oklahoma's emerging policy issues, trends and best practices. The series is sponsored by the Oklahoma Department of Human Services Office of Planning, Research and Statistics and the University of Oklahoma Center for Public Management with the goal of providing the best educational opportunities available in a forum that offers participants an opportunity to question, share and learn from each other.

Oklahoma Health Care Authority


Mike Fogarty is the chief executive officer of the Oklahoma Health Care Authority. OHCA administers the Oklahoma SoonerCare Programs, serving nearly 800,000 Oklahomans with a budget of greater than $4.5 billion. He joined the agency in 1995 as the state Medicaid director and chief operating officer

His graduate education includes a master of social work from the University of Oklahoma and juris doctorate from Oklahoma City University.

Fogarty's public service career began in 1971 as a social worker for the Oklahoma Department of Human Services. In 1979 he joined the legislative staff of the newly-elected U.S. Senator David Boren. He returned to Oklahoma as the deputy director of OKDHS and in 1983 became the Medicaid director. From 1987 to 1994, Fogarty maintained a private law practice and also owned and operated nursing facilities in Oklahoma.

Fogarty plays a leadership role as Oklahoma prepares to implement national health reform and bring public and private health insurance coverage to Oklahomans who lack access to affordable coverage.
