The Practice and Policy Lecture Series has been developed to provide thought-provoking presentations on Oklahoma's emerging policy issues, trends and best practices. The series is sponsored by the Oklahoma Department of Human Services Office of Planning, Research and Statistics and the University of Oklahoma Center for Public Management with the goal of providing the best educational opportunities available in a forum that offers participants an opportunity to question, share and learn from each other.

All lectures are free and open to the public.

Dr. Larkin Warner is a Regents Professor Emeritus of Economics at Oklahoma State University. Warner has a doctorate from Indiana University and joined the faculty at Oklahoma State University in 1960. From 1974 to 1979, he was director of the Economic Studies Division of the Kerr Foundation in Oklahoma City. He returned to OSU in 1979 and served until he retired in 1998. From 1999 to 2001, he helped staff the citizens committee that developed Oklahoma City’s MAPS for Kids initiative.
