The Practice and Policy Lecture Series has been developed to provide thought-provoking presentations on Oklahoma's emerging policy issues, trends and best practices. The series is sponsored by the Oklahoma Department of Human Services Office of Planning, Research and Statistics and the University of Oklahoma Center for Public Management with the goal of providing the best educational opportunities available in a forum that offers participants an opportunity to question, share and learn from each other.

All lectures are free and open to the public.

Lorrie L. Lutz is President of L3 P Associates, a consulting firm specializing in enhancing the quality of social services. She has extensive experience in all facets of family centered practice in child welfare and juvenile justice services, performance-based contracting, leadership development, information technology selection and development of child welfare and juvenile justice practice models and quality improvement strategies.

Lutz has focused her efforts on conducting comprehensive safety assessments and safety planning, functional assessments and developing behaviorally-based case plans; building strong relationships between resource families and birth families; addressing over representation of children and families of color in the child welfare system and expanding use of kinship care as a permanency option for children.

Lutz’s professional experience includes serving as the Commissioner of Child Protection and Juvenile Justice Services for the state of New Hampshire, Bureau Chief for Adult Services for the state of Idaho, Director of Community Services for Fort Leonard Wood, Mo. MO, Director of Community Programs for Catholic Charities in St. Cloud, Minn., and a line social worker and supervisor in child protective services and a probation officer in juvenile justice services.
