The Practice and Policy Lecture Series has been developed to provide thought-provoking presentations on Oklahoma's emerging policy issues, trends and best practices. The series is sponsored by the Oklahoma Department of Human Services Office of Planning, Research and Statistics and the University of Oklahoma Center for Public Management with the goal of providing the best educational opportunities available in a forum that offers participants an opportunity to question, share and learn from each other.

All lectures are free and open to the public.

Dr. David Blatt helped found OK Policy and served as Director of Policy before becoming the organization's Director in 2010. David's work involves conducting research, writing papers, and giving public presentations on state budget and tax policy, poverty, asset development, and various other subjects.

He is a member of the Board of Oklahoma Assets. Recognized as one of the state's leading experts on fiscal policy and selected as one of the Tulsa World's five "Oklahomans to Watch" in 2011, David previously served for seven years as Director of Public Policy for Community Action Project of Tulsa County and for three years as a budget analyst for the State Senate.

He has a Ph.D. in political science from Cornell University and a B.A. from the University of Alberta. He lives in Tulsa with his wife, Patty Hipsher, a special education teacher at an elementary school in Broken Arrow and their son, Noah.
