An application for a license is made on forms provided by the Department and in the manner prescribed.   A license to operate a residential child care facility is granted on the basis that the facility meets minimum requirements.  The license is not transferable.  The license is posted prominently in the facility.  If the facility changes ownership or location, a new license is obtained.
