     The purpose of this Subchapter is to provide criteria by which the Oklahoma Department of Human Services, Developmental Disabilities Services Division (afterwards referred to as the Mental Retardation Authority) determines the need for nursing facility services in contrast to other services and the need for specialized services for individuals with mental retardation and/or related conditions.
