(a) The official DHS record of Child Welfare (CW) intervention with and on behalf of a child and family includes both the computerized and paper records. Workers are responsible for timely entries to the CW record as well as maintenance of a complete physical file as stipulated by OAC 340:75-1-26.
(b) Data relevant to services for a child or family is available to authorized users. Electronic and physical records are protected from unauthorized use.
(c) KIDS is a comprehensive computerized record constructed with the input of field staff. It is designed to store and report information relevant to each child and family receiving services. Edits alerting workers and supervisors to missing information, due dates for pending tasks, and issues requiring administrative approval are integrated within the system as are reports describing the performance of individual workers, county and area management groups.
(d) Service timeliness, quality, and outcomes are assessed through KIDS data. Reports are generated on a prescribed schedule describing performance on indicators of service quality determined by the Division of Children and Family Services (DCFS) and the Office of Field Operations (OFO). Managers initiate action necessary to achieve service improvement.
