The DHS shelters employ and contract with licensed medical professionals to provide health and medical services to children in residence. Shelter direct care staff are trained in basic first aid and CPR. Medical services are provided as required by policy. [OAC 340:110-3-138] Any medical information related to the child while in the shelter is entered into the KIDS system.

(1) Resident health screening examination. Each resident remaining in a shelter over seven days receives a health screening examination by a licensed health professional. The examination is documented. Shelter social work or medical staff inform the child’s Child Welfare (CW) worker of any medical problems which are discovered by the screening and any needed follow up medical care.

(2) Ongoing medical care. The shelter nurse examines residents who present a medical complaint and provides treatment or referral for any follow up examination or treatment. The shelter nurse assists shelter staff or the child’s CW worker in obtaining the necessary medical care for the child.

(3) Obtaining consent for medical care. When a child in a shelter requires medical treatment, the shelter social worker or CW worker arranges for informed consent for treatment.

(4) Emergency medical care. The DHS shelters have a plan which addresses medical emergencies. Shelter staff obtain any necessary emergency medical care for residents. Shelter social work staff notify the child’s CW worker when such care is necessary. The CW worker keeps the child’s parents or other responsible person informed.

(5) Resident health record. A record of examinations, serious accidents or illnesses which occur to a resident in a shelter is maintained. The record contains the details of the examination or incident and the actions taken by the shelter staff. The original record is placed in the child’s file at the shelter.

Health care outside of shelter. Shelter staff facilitate and obtain medical care outside the shelter when that care has been initiated by shelter staff. •

Resident medications.

(8) Use of universal precautions. Shelter staff utilize Universal Precautions when caring for residents to minimize exposure to and transmission of communicable disease. [DHS:2-15-32(2)]
