      United States Department of Agriculture Supplemental Nutrition Assistance Program (SNAP) regulations have been amended to require States to have a system for maintaining and improving the administration of SNAP.  This monitoring system, called Effective and Efficient Operation, requires the review of SNAP management and operations at the local human services center (HSC) level.  • 1

1.   The review covers information concerning the human services center (HSC) management practices and controls, quality control corrective action planning, staff training, coordination of outreach efforts, program supervision, fair hearing procedures, fiscal controls, timeliness and accuracy of reports and any functions relating to the certification of households.
