There is a review of a scientific sample of applications and case actions relating to the Supplemental Nutrition Assistance Program by the Administrative Review Unit (ARU) in the same manner as for medical assistance actions. The sample is selected monthly by the Office of Planning, Research, and Statistics. ARU requests the case records listed on the monthly sample list from the human services center (HSC). The cases are assigned to a social services inspector for verification of conditions of eligibility. Any defects are referred to the Family Support Services Division (FSSD), who notifies the HSC of corrective action indicated on the individual case. • 1
- (1) At any point in the quality control review a household fails to cooperate with the quality control reviewer, the reviewer contacts the local HSC staff and a prompt joint interview is conducted with the household, if needed.
- (2) If, following the interview or during the joint interview, the household refuses to cooperate, ARU notifies local HSC staff and FSSD of the household's refusal to cooperate with the quality control reviewer.
- (A) FSSD sends a Notice of Refusal to Cooperate with Quality Control to the HSC instructing that open food benefits must be closed at the next effective date.
- (B) HSC staff is then responsible for taking immediate action to notify the household that food benefits will be terminated for refusal to cooperate with the quality control review.
- (C) A household who has been terminated for refusal to cooperate with a quality control review may reapply and be certified for participation in the program only when the household cooperates fully and completely with ARU in the completion of the quality control review.
