     An EBT card is issued to the payee of the eligible household or to the designated authorized representative.  

  • (1) The identity of the recipient is verified and he or she is permitted to select a personal identification number (PIN).
  • (2) The county office provides training to recipients through the use of videos at the time of initial issuance of the card.   • 1

INSTRUCTIONS TO STAFF 340:50-10-3

 

    1. The videos are available in English, Spanish, Vietnamese, open-caption English, and visually-impaired English.  Effective training is the best defense against repeated card replacements.  A designated authorized representative  may attend training or take a video to the recipient for viewing.
