    State rules and policy manuals are available for inspection upon request by the public during office hours in each county office and in the State Office. Federal regulations, federal procedures in FNS notices and policy memos, and State Plans of Operation are available upon request for inspection by the public during office hours at the State Office as well as at FNS regional and national offices. The county office ensures that participants and other low-income households have access to information regarding non-discrimination statutes and policies, complaint procedures, and the rights of participants within ten days of the date of a request.
