     The purpose of the rules in this Part is to establish a program to help prevent accidents and injuries resulting from the misuse of alcohol or the illegal or improper use of drugs by Department of Human Services (DHS) drivers of commercial motor vehicles in accordance with federal procedures outlined in 49 CFR, Parts 40, 382, 383, and 390.  • 1
