(a) Courteous treatment. It is the responsibility of the staff members of the Agency to be courteous and equitable in their dealings with all persons applying for and receiving medical services through the Medical Assistance program.

(b) Prompt action. Eligibility determination for Title XIX benefits is to be completed within 45 days of the date of application for persons categorically related to AA, AB or AFDC and within 60 days of the date of application for persons categorically related to AD.
