     Categorically needy.  An individual is categorically needy if income and resources are at or below the category of assistance to which he/she is related, i.e., Aid to the Aged, Aid to the Blind, Aid to the Disabled or Aid to Families with Dependent Children, during the month of medical service.  These persons are issued a permanent plastic identification card.
