(a) Employees who have received a letter of reprimand, an involuntary demotion or an involuntary suspension without pay within the 24 months previous to the date of application are not eligible for education assistance.  

(b) Employees evaluated as not meeting standards on their last Form OPM-111, Performance Management Process (PMP), are ineligible to apply for 24 calendar months from the closing date of the evaluation.
