Employees are authorized by the immediate supervisor and the head of the division to participate in planning activities only for those professional organizations in which DHS holds membership, or those public or private non-profit organizations in which the agency has responsibility by law, or by legislative or executive appointment as a member of or staff to a board or commission. The involvement of employees on agency time in any other activities of private non-profit or other public agencies or organizations with goals and objectives compatible with DHS, or in association with staff development activities directly beneficial to the agency, can occur only as assigned to the employee and with approval of the division administrator.
