(a) Purpose. Personnel reviews are conducted to ensure the fair, consistent, and equitable administration of and compliance with personnel policies and procedures by administrators, supervisors, and employees. Personnel reviews are also conducted to document employee conduct or performance prior to corrective action. The reviews are conducted by the Human Resources Management Division (HRMD) and are confidential internal proceedings conducted fairly and impartially. Reviews do not assume the jurisdiction or the responsibility of the Office of Client Advocacy or the Office of Inspector General.
(b) Request for review. Requests for reviews are accepted only from an executive team member or resource center administrator. Personnel reviews may also be initiated by the HRMD division administrator. A written notice of the pending review, including a summary of the issues, is sent to the appropriate persons, including the subject of the review, the requester, and other appropriate persons designated by the reviewer.
(c) Cooperation. Employee cooperation in a review is essential and, therefore, mandatory. An employee may be disciplined for failing to respond fully and truthfully or otherwise cooperate in a review.
(d) Procedure. The reviewer may utilize any reasonable method necessary to collect relevant information including interviews, written requests for information, document reviews, and computer searches. Representatives are not allowed. Interviews shall be recorded.
(e) Final report. Upon conclusion of the review, a report containing the reviewer's findings, conclusions, and recommended resolution is issued and sent to the requesting official. The findings and conclusions are based on the evidence considered by the reviewer. The recommended resolution is consistent with DHS policy.
