• Minors in OKDHS custody
• Youth in voluntary care of OKDHS
• Foster parents
• Residents of the Northern Oklahoma Resource Center (NORCE), Southern Oklahoma Reseource Center (SORC) and the Robert M. Greer Center (GREER)
• Hissom class members
• Other clients receiving services from the Developmental Disabilities Services Division (DDSD)
